Position Summary: The professional recruiter is responsible for performing full cycle recruitment (from creation to hire) primarily for clerical, service, and allied health positions; collaborating with management to determine and address staffing needs; implementing recruitment and retention strategies in coordination with the hospital’s strategic plan that successfully reduces vacancy and avoids interim labor costs/agency fees.
Responsibilities:
  • Coordinates the recruitment process for clerical, service, allied health, and other assigned positions.
  • Reviews and evaluates employment applications to ensure skills and abilities meet the requirements for open positions.
  • Maintains and updates applicant tracking system and provides training to hiring managers.
  • Coordinates interviews for professional level positions; coordinates travel and lodging arrangements for candidates when necessary; and ensures reimbursement to candidates for travel expenses.
  • Attends and promotes recruitment needs by attending job fairs, career days, and recruiting activities and by building and maintaining relationships with local technical/community colleges, universities, and other educational institutions.
  • Conducts all applicable background and reference checks in accordance with the medical center’s employment policy.
  • Researches and negotiates salaries of transfers and new hires and ensures consistency with compensation plan and internal equity.
  • Prepares and extends written offers of employment and wage notices 
  • Ensures that all employees are properly credentialed upon hire.
  • Assumes responsibility for the proper documentation needed to complete new employee personnel and health files and ensures these files are completed in a timely manner.
  • Completes compensation surveys for assigned departments to ensure market competitive wages, and recommends salary adjustments as deemed appropriate.
  • Maintains compensation pay plans for assigned departments.
  • Initiates, creates, and manages employment advertising.
  • Ensures compliance with federal, state, and local employment laws and regulations, and company policies.
  • Collaborates with department managers to identify and draft detailed and accurate job descriptions and hiring criteria.
  • Performs other duties as assigned.
Qualifications: 
Required:
  • Bachelors degree in a related field.
  • Previous experience can be substituted for the Bachelors degree.
  • Has a background in medical terminology and/or clinical setting.
  • Must have a strong inter-personal and written communication skills.
  • Must be comfortable working in a fast pace environment and be able to communicate effectively with many different people with various education levels.
  • Must have a positive attitude and ability to adapt in a fast paced ever changing environment.
Preferred:
  • Masters degree in related field.
  • One to two years of experience in recruiting at a professional level and/or in a healthcare setting.
  • Needs to have a working knowledge of personal computers.
Infection Control: Initial and Ongoing training in dealing with infection control. Trainings could include but are not limited to, blood borne pathogens, bodily fluids and bio hazardous materials as it applies to your daily work environment.

HIPAA: This position will have access to the following Protected Health Information in order to carry out the duties related to their position at Hays Medical Center based on the following criteria:
Primary – required (routine) to do the job;
Secondary – required for the job, but mostly be exception; and
None – no approved access

Financial Information/Insurance (information related to insurance, billing and payment): Billing Information, Payer Name, Payer ID, Account Balances, Plan Elements Covered, Payment Information, Payment Rates
