USD489 Hays Director of Buildings and Grounds
Education:
Equivalent to a Bachelor’s degree from an accredited college or university with major course work in engineering, business administration, public administration or a related field.
Qualifications:
Experience in facility management, construction trades, grounds and maintenance operations preferred. Equivalent combination of education and experience sufficient to successfully perform the essential duties of the position.
Job Summary:
To direct all aspects of Buildings and Grounds to include facility management, construction efforts, long-term facility planning, and staffing. Implement school district policies, and carry out the directives of the Superintendent.
Terms of Employment:
12 month contract with competitive leave and benefits. Potential for frequent irregular and extended work hours including weekends.
Salary:
Negotiated at time of offer based upon education and experience.
Essential duties and responsibilities may include, but are not limited to the following:
Leadership
- Provide staff development and training opportunities for buildings and grounds staff.
- Identify, develop, and oversee building construction efforts including development, bidding, awarding, and completion of Performance Work Statements, Requests for Proposals, Request for Qualifications, etc.
- Lead long-term district wide facility planning. Coordinate with internal and external stakeholders.
- Serve as the point of contact for construction related efforts. Ensure work is completed to specifications and ensure code compliance.
- Identify, coordinate, and execute maintenance projects.
- Oversee budgets including establishing budget amounts and ensure alignment, both short term and long term.
- Ensure compliance with, local building codes, and applicable Federal and State regulations. Includes reporting documentation with applicable agencies.
- Serve as point of contact for district utility consumption including identifying conservation efforts and sustaining efforts to reduce consumption.
- Coordinate the use of school facilities community partners.
- Assist in the decision-making regarding the possible postponement/closing of schools due to inclement weather.
Management
- Develop and supervise summer maintenance projects.
- Arrange for emergency services and repairs of buildings and mechanical systems when necessary.
- Provide and implement a plan for security checks of all buildings.
- Develop knowledge of the structural, mechanical, electrical systems, and underground service systems for all school district buildings and sites.
- Manage the Building & Grounds budget encompassing operational costs, maintenance costs, and capital outlay costs.
- Receive requests for maintenance and repair from building principals, establish priorities, allocate materials and personnel as needed.
- Determine the feasibility, plan, estimate costs, and supervise all approved remodeling projects.
- Supervise and inspect contracted services:
- Initiate contracts, prepare specifications for bids, assign maintenance contracts and monitor all contracts.
- Make on-the-job inspections of all building construction-in-progress to determine quality of materials and workmanship.
- Upon completion of a construction project, make recommendations for acceptance and payment in coordination with District Administration.
- Develop and manage district access and control systems.
- Supervise snow removal at district sites.
- Direct and supervise the Asbestos Management Plan.
Personnel
- Supervise the operation of the Buildings and Grounds Department (custodial, maintenance, grounds).
- Approve required overtime and schedule part-time personnel when necessary.
- Review and act on all requested absences from Building and Grounds staff.
- Assist in developing job descriptions for all Building and Grounds staff.
Other
- Other Duties as assigned by Supervisor.
Supervisory Responsibilities as Delegated by the Superintendent:
- Responsible for hiring, supervision, evaluation and termination of Buildings and Grounds staff.

Work Environment and Physical Demands: While performing the duties of this job, the employee is frequently required to sit; walk and stand and occasionally lift up to 50lbs. The ability to effectively communicate both orally and in writing. Proficiency and various software applications and database management.
