Monday - Friday, 8 am - 5 pm.

Job Summary
Responsible for overseeing all aspects of human resource administration and training in accordance with legal, licensing and generally accepted professional practices.


Essential Functions
  • Actively recruit applicants for current and future position openings through community presentations, job fairs, media advertisements and other sources. Coordinate the hiring process agency wide. Process and post job openings internally. Oversee approvals and releases of applications.
  • Administer wage and salary plan and propose changes upon request of President, Director of Administrative Services, or any Director for their department. Oversee processing of bi-weekly employee payroll.
  • Conduct in-service training of supervisors on issues related to human resource administration.
  • Manage agency job descriptions and maintain organizational chart.
  • Administer and oversee the employee benefit program and propose changes as necessary and update the Welfare Benefit Plan documents as necessary.
  • Assist with coordination of DSNWK Health Insurance Committee for review of employee health insurance benefit and assist with employee insurance benefit plan proposals.
  • Develop and update personnel policies as necessary.
  • Manage and oversee HR and Payroll software.
  • Hire, supervise and evaluate Human Resource Services staff and ensure they are properly trained according to the immediate and ongoing needs of their job.
  • Serve as in-house consultant to management and supervisory staff on legal and other procedural matters pertaining to human resource administration. Consult with legal counsel as appropriate, and/or as directed by the Director of Administrative Services and/or the President on personnel matters.
  • Manage employee performance appraisal program and processing of notice of warnings. Coordinate and participate in employee discipline and termination processes with the appropriate supervisor, Director and/or President.
  • Oversee, recommend, evaluate and participate in Staff Development for DSNWK.
  • Oversee and plan department budget.
  • Participate in DSNWK long range planning process by working toward completion of goals and objectives as established.
  • Maintain and advance knowledge and skills related to the field of human resource management, and maintain knowledge of industry trends, Federal/State employment legislation, and ensure compliance of DSNWK employment practices pertaining to personnel matters.
  • Administer and process Affordable Care Act compliance requirements.
  • Administer and process worker's compensation program and propose changes as necessary. Responsible for contracting process with worker's compensation insurance carrier.
  • Oversee Kansas Public Employee Retirement System Plan for DSNWK retirement benefits.
  • Manage and process Equal Employment Opportunity Commission complaints for the organization, Unemployment Insurance filings, and reporting for both EEO and UI.
  • Manage and process Occupational, Safety, Health Administration requirements and annual reports.
  • Update the employee handbook.
  • Administer and manage employee leaves of absences and the Family Medical Leave Act.
  • Serve as DSNWK's Safety Officer by overseeing Safety Drills, attending Safety Meetings, and being the final approver of injury reports.

HIPAA Compliance
  • This position is responsible for maintaining confidentiality for all PHI and ePHI that is shared with them. This position will have access to all PHI and ePHI of individuals as required for projects and trainings specific to the needs of an individual(s) served; as necessary for use in the recruitment of staff, supervisory consultations and/or disciplinary actions, and worker's compensation issues; and for individuals served and employees for: ANE and compliance issues, injury reporting purposes, and Employee Assistance Program.

Other Responsibilities
  • Complete other duties as assigned by the Director of Administrative Services and/or the President.
  • Participation in professional associations related to and through the Society of Human Resource Management.
  • This position is not subject to the two year training period as defined by KPERS.

Job Specifications

Education - Bachelor's Degree in Human Resources, Business Communications or related field preferred.

Experience -
Three to five years experience in human resource administration/management required. Supervisory experience strongly preferred. PHR/SPHR or CP/SCP certification helpful.

Extent of physical effort required - Routine job requirements. Little if any behavior or other physical intervention.

Other Requirements
  • Able to exercise good judgment and discretion in handling confidential information.
  • Valid driver's license.
