Job Summary:  

Under the supervision of the Health Services Administrator, the Medical Billing Specialist performs health related responsible and technical accounting duties. The employee in this position is expected to act independently in filing, collecting, posting, verifying medical claims, depositing, and reconciling all department revenues associated with such programs and procedures. This position may deal with past due accounts and the collection of the nonpaying accounts.

The employee in this position must exercise considerable independent judgment based on knowledge gained through experience in the performance of these specialized duties. The employee in this position will ensure HIPAA compliance. Duties may also include being responsible for reception, office and clerical duties for the Health Department. This person is frequently required to act independently in answering client inquiries and providing education and resource information to the public and other health agency staff. 

In addition, the employee is expected to collaborate with a variety of health care providers, insurance companies, state and federal agencies, and department clientele to acquire and maintain obligatory reimbursements. This position has a confidentiality level of 3 as defined by HIPAA.

Essential Job Functions:

  • Prepares Health Care Financing Administration (HCFA) or other forms necessary to submit for collection of private insurance, Medicaid, and Medicare;
  • Manages and maintains resources for Current Procedural Terminology (CPT) procedure codes and International Statistical Classification of Diseases and Related Health Problems (ICD) diagnostic codes;
  • Maintains patient’s Protected Health Information confidentiality as per the HIPAA regulations;
  • Confirms and documents all revenues received into the Health Department;
  • Utilizes appropriate software to prepare and submit bills and correspondence to clients, other agencies and organizations with outstanding accounts;
  • Prepares and submits bills and correspondence to individual clients for accounts due, insurance deductibles, co-pays and insurance details;
  • Responsible for all aspects of the billing and collection process for the Health Department;  
  • Communicates and coordinates accounting policies, practices with the Health Administrator, vendors, reporting agencies, clients, customers and the public;
  • Performs a daily audit of fees received;
  • Complies with all countywide and departmental policies and procedures;
  • Prepares all documentation necessary for deposits to appropriate accounts;
  • Files and maintains all financial revenue/expense reports related to client accounts;
  • Performs other routine administrative duties such as data entry, requests for refunds, deposits, mailings, balancing account ledgers, filing and typing correspondence;
  • Assists auditor with conducting yearly department audit;
  • Compiles financial reports as requested by the Health Administrator;
  • Provides back up for the front office;
  • Other related duties as requested or deemed necessary or as required.
Knowledge, Skills and Abilities: 

  • Knowledge of all office policy and procedures, department programs and health related information.  
  • Ability to exercise tact, initiative and good judgement is dealing with public and staff.  
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral and diagram form.  
  • Can make independent decisions, accepts results and receives constructive feedback in an appropriate positive manner.  
  • Knowledge of basic accounting/bookkeeping principles, medical coding, and insurance billing. 
  • Skilled in oral and written communication.  
  • Can write routine reports and correspondence with proper grammar and spelling, respond to inquiries by telephone or clients who may come into the office. 
  • Can speak effectively before groups of customers or employees of the organization.  
  • Skill in operating office machines such as computer calculator, fax machine, and other standard office equipment.

Qualifications

Minimum Requirements: High School Diploma or GED and three years of medical billing or bookkeeping experience are required.

Special Requirements

Regular attendance is required. Monday- Thursday: 7 am- 5 pm and Friday: 7 am- 11 am.

Miscellaneous Information

PHYSICAL REQUIREMENTS: Work is primarily sedentary and may require the ability to exert up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Also requires the ability to talk, see, and make rational decisions through sound logic and deductive reasoning. WORKING CONDITIONS: Possible adverse working conditions exist in this position. The employee may endure levels of stress and frustration associated with billing and collection. The employee may be at risk of exposure to communicable disease and blood borne pathogens as back up to front office staff.
