General Function:
Responsible for ensuring a quality social service/family engagement program and supervising/mentoring the Early Head Start Home-based Parent Educators and the Childcare Family Service Worker.
Typical Duties and Responsibilities:
- Ensures component program goals are met and in compliance with local, state, regional and federal requirements.
- Provides ongoing training to staff and families regarding child abuse & neglect, confidentiality and community resources.
- Trains and supports staff in the process of individualizing family visits and family goal development.
- Researches and updates community resources to share with staff and families.
- Executes crisis intervention strategies with families in need, until a community resource is established.
- Implements policies and procedures according to Performance Standards.
2. Demonstrates the knowledge and skills needed to support all program components.
- Implements social service/family engagement component training to leadership team and staff.
- Ensures program compliance with Performance Standards and applicable federal and state requirements.
- Works cooperatively with all coordinators to ensure a smooth integration of all components.
3. Ensures quality operation of the 0-3 Home-based and Childcare component.
- Practices and supports open and honest communication among all staff members.
- Demonstrates initiative and ensures follow-through.
- Develops program objectives and operating policies and procedures.
- Acts as a facilitator for 0-3 Networking meetings and 0-5 FAPE meetings.
- Participates in the functions of 0-3 Home-based and 0-3 Childcare: staffing’s, home visits, CTM’s, and family engagement events.
4. Supports families in achieving quality life experiences.
- Encourages family goal setting and assists in the development of Family Partnership Agreements.
- Provides education and community information to families through Family Engagement events, newsletters, flyers, home visits, and other programs.
- Assists staff in involving families in the program.
5. Collaborates with community organizations to ensure access to resources.
- Assists in developing community partnerships.
- Participates in community groups such as Harvest America, Toys for Tots, etc.
6. Supports program excellence through the implementation of staff and program development plans.
- Develops program goals.
- Supports staff in establishing Professional Development Plans.
- Provides monthly reflective supervision/mentoring to Early Head Start Parent Educators and Family Service Worker.
7. Promotes and respects the Code of Ethical Conduct as set forth by the NAEYC.
- Maintains a professional manner and appearance.
- Insures confidentiality.
- Participates in the development and implementation of a professional development plan.
- Adheres to a mandatory reporting policy for child abuse and neglect.
8. Completes all other duties as assigned.
Scope of position:
Reports to the director of Early Childhood Connections. Provides support to all Early Head Start Parent Educators and the Family Service Worker. Receives limited supervision. Develops guidelines to achieve results mandated by Head Start Performance Standards, Federal Guidelines and U.S.D. 489. Requires the ability to interpret appropriate guidelines and procedures. Position includes problem-solving with staff. Daily contacts include all levels of staff, school district employees, families, children and the community.
Knowledge, skills and technical ability:
- Must possess a valid Kansas teaching license or current social work licensure.
Must pass prior to starting position:
- Tuberculosis (TB) skin test
- Kansas Bureau of Investigation background check
- Physical Exam
Willing to certify:
- Cardiopulmonary Resuscitation (CPR)
- First Aid
Requires:
- Proficient communication skills including oral, written, and small group facilitation for staff training with parent educators and the family service worker.
- Interpersonal skills to effectively lead and motivate staff and families. Able to resolve conflict and problem solve creatively.
- Advanced organizational skills to deal with multiple issues.
- Sense of humor.
- Ability to work as a team player.
- Ability to identify program and individual goals for staff and families.
- Valid Driver’s License and reliable means of transportation.
Working conditions:
Spends approximately 30% of the time supervising and training staff, 60% of the time in the office planning and processing paperwork, and 10% of the time off-site engaging with families and in community collaboration.
Salary:
Based on USD 489 Teacher Salary Schedule. Addendum for additional days.
